Today, an electrician earns as much as an engineer

In a country where engineering degrees are chased by many an aspirant, salary statistics thrown up by a leading staffing solutions company come as an eye-opener.

The starting income of an electrician, who is unskilled and perhaps has just cleared Class XII, is Rs 11,300 per month while a desktop engineer, who is an engineering graduate, earns only around Rs 3,500 more. What's more, the desktop engineer's salary rises by about the same margin as the electrician's over a period of time—to about Rs 19,000 in five years, and around Rs 30,000 in eight years. So in about eight years, the electrician too would be comfortably earning over Rs 26,000 per month. Narrowing this salary gap is the severe shortage of workers like fitters, welders, electricians and plumbers on the one hand, and the growing number of engineers trying to get into the IT sector.

These are some of the startling findings in TeamLease's latest salary primer, which is a comprehensive overview of the labour market. "In the last 6-7 years that we have been studying salary patterns, the monthly incomes of electricians and other workers like plumbers and welders have only risen. On the other hand, entry-level salaries of engineers, especially IT engineers, have remained more or less the same," says Rituparna Chakraborty, co-founder & senior VP of TeamLease Services. The desktop engineer, incidentally, ranks the lowest in the tech sector.

When the IT boom started a decade ago, points out Chakraborty, there was a huge demand for engineers. The demand has remained the same—about 4 lakh—but the number of engineers trying to get into the IT sector has zoomed to over 15 lakh. "This has resulted in a mismatch," says Chakraborty, who is also president of the Indian Staffing Federation.

Sourcing of these skilled workers is becoming harder than before, agrees G R Dastoor, senior VP, industrial relations, Godrej & Boyce, which taps various sources like employee references, employment exchange and head-hunters. But head hunters are also finding it hard to locate workers with these skills.

"Of the 10 electricians required in the industry, we are finding it difficult to get even two. A large infrastructure company recently told us that if we could bring them one lakh welders, fitters, plumbers and electricians, the company would be happy to employ them. That's the kind of demand for these workers," says Chakraborty.

Now, with the infrastructure sector on the verge of a potential boom, the demand for electricians, plumbers, fitters and welders has grown exponentially. Tata Steel, for instance, is presently setting up a 6 million ton greenfield integrated steel project at Kalinganangar, Odisha. "These skills (electricians, welders, fitters and the like) are needed in large numbers during the construction of the steel plant—some for a short duration," says an official spokesperson of the company.

There are socio-cultural barriers that prevent youth in urban and semi- urban areas from acquiring vocational skills. Dastoor says the industry needs to work with communities along with the government and the NGOs to create a buzz around acquiring these skills and according them greater prestige and importance.

Godrej has embarked on an employability initiative called Disha, under which it partners with various NGOs and training institutes across the country to help train and enhance the skills of people in various trades. Tata Projects, on the other hand, provides vocational and entrepreneurship training to the youth. It found a dire need in the market for those with basic skills like welding, electrical fitting, fabrication, construction, painting and so on. A tie-up with international institutions like UK Welding Institute and International Paint institute was forged to ensure training courses for various tradesmen. "These are paid courses wherein corporates get their manpower trained," says Naresh Sharma, head, marketing communications, Tata Projects.

For Hindustan Construction Company (HCC), which specializes in executing complex projects in sectors such as hydel power, nuclear plants, bridges and tunnels, the requirements for labour force are significantly different. "We did not see a major gap between demand and supply because of the overall economic slowdown, specifically the negligible number of new infrastructure projects announced in the last few years. However, given the recent uptick in the economy, we can expect the demand for labour (skilled and unskilled) to increase," says Aditya Jain, group EVP-HR, HCC.

Moorthy K Uppaluri, CEO, Randstad India, says the rise in education levels across all strata of society has led to higher aspirations. "Typically, talent for these professions is mostly experience-based as there's no ready talent from colleges. The candidates that graduate from vocational training institutes prefer to work in companies like auto-manufacturing or go abroad to the Gulf countries," says Uppaluri. He adds that high demand and growing inflation have resulted in the salaries of workers going up by an annual average of 15-20%.

New Army chief’s warning to Pakistan: Response to any beheading-like incidents will be intense and immediate

On his first day in office, Army Chief Gen Dalbir Singh Suhag on Friday warned Pakistan that India’s response to any beheading-like incident in future would be “more than adequate, intense and immediate”.
“I can tell you that our response to any such act will be more than adequate in future. It will be intense and immediate,” he told reporters after his welcome Guard of Honour as Chief of Army Staff.
The new Army Chief was asked how did India give a ‘befitting reply’ to Pakistan after the beheading of Indian soldier Lance Naik Hemraj along the Line of Control in Poonch sector on January 8, 2013, by Pakistani troops.
Previous Army Chief Gen Bikram Singh had on Thursday stated that India had given a befitting reply to Pakistan after the beheading incident.
“It has been done. Please understand that when we use force, that use is from tactical to operational to strategic levels.
“When I mention that during that incident, it was aimed at operations at the tactical level, which have been undertaken. I think this has been done by the local commander, the Chiefs have nothing to do with it,” Gen Singh had said.
Pakistani Special Forces under the Border Area Teams (BAT) had carried out the operation of beheading Hemraj and mutilitating the body of Lance Naik Sudhakar Singh.
Later in August, they had also killed five Indian troops in the same sector in a joint attack by Pakistani Special Forces and LeT terrorists.
Gen Suhag also expressed his gratitude to the government “for reposing faith” in him.
BJP had earlier opposed the process of designating Gen Suhag as the new Chief by the UPA government in its last days in office in May.
But soon after NDA came in power, Defence Minister Arun Jaitley had said that the new government would continue with the appointment made during UPA’s tenure. Questions were also raised over his appointment by Union Minister and former Army Chief Gen V K Singh.
Listing out his focus areas, Gen Suhag said they “would be to enhance operational preparedness and the effectiveness of the Indian Army.
“Force modernisation, infrastructure development, optimisation of human resources, welfare of serving personnel and ex-servicemen are issues that are very close to my heart.”
He said he would do his best for the welfare of men behind the gun and “to provide them the required equipment and weapons for performing their assigned roles”.

Explained: What is the UPSC controversy

Following protests by civil services aspirants who have been demanding the scrapping of Civil Services Aptitude Test (CSAT) calling it discriminatory against Humanities students and those with Hindi background, the Centre Tuesday asked the UPSC to postpone the preliminary examination slated for August 24.
What is the controversy?
* At the heart of the matter is the change of pattern the UPSC introduced in the Civil Services Preliminary Exam starting 2011. Till 2010, the exam used to have two papers — one on general studies and one on an optional subject where aspirants could choose one of 23 listed subjects. This was changed from 2011 onwards, when the UPSC decided to replace the optional subject paper with a paper that tests the aspirants’ aptitude. The syllabus for this paper, protesting aspirants allege, is heavily tilted in favour of those from the Science or, more specifically, Engineering background and is discriminatory against students from Humanities, particularly those who have studied in Hindi-medium.
What is the syllabus for this second paper?
* The second paper in the preliminary exam comprises comprehension, interpersonal skills including communication skills, logical reasoning and analytical ability, decision making and problem solving, general mental ability, basic numeracy (numbers and their relations, orders of magnitude, etc — Class X level), data interpretation (charts, graphs, tables, data sufficiency, etc — Class X level) and English language comprehension skills (Class X level).
Why are the protesters calling this syllabus discriminatory?
* They feel it favours Science and \Engineering students. Questions related to mathematics, they feel, put students from Humanities at a disadvantage. They have also alleged that English language comprehension skills, which the second paper tests, is discriminatory against students from a Hindi-medium background. The protesters claim that since the changes were introduced in 2011, the number of Humanities students clearing the preliminary exam has fallen drastically, while the number of those with Science/Engineering background has shot up.
How is the government addressing the problem?
* The matter has been raised by several MPs in the ongoing Parliament session. On Tuesday, Union Minister Jitendra Singh said the government was urging the UPSC and the committee constituted to look into the matter to submit its report at the earliest. Singh also said UPSC should consider postponing the date of the exam. “We would write to the UPSC and the committee that has been constituted to submit this report to expedite the process, address their concerns judiciously and sympathetically and not let them (the aspirants) go with a feeling that they have been wronged on account of any bias towards any language… There should be no injustice regarding the language and the government does not support this,” the minister said.
